I can think of no better way to explain environmental justice, how it got started, and where it is today than to send you to the United Church of Christ's resource: "Almost Everything You Need to Know About Environmental Justice." It provides an excellent account of the history and "what it is." The resource also provides tips on how to get involved in environmental justice issues, including which useful majors to focus on in college, as well as some schools that offer such concentrations. It is not on their list, but I know from experience that the Indiana University Robert H. McKinney School of Law offers an excellent Environmental and Natural Resources Certificate Program!
